New Connections

This site contains information relevant to Applicants (prospective Producers or Consumers) wishing to connect their electrical installations to the Transmission/Distribution System. The connection details are described in the documents which may be downloaded from the links given below. Most documents are drafted in the Greek language, a few however have been translated and are available in English as well. It is noted that the official Cyprus TSO documents are the ones in Greek and it is the responsibility of the Applicant to translate them to any other language. In case of inconsistency or conflict, the official Greek documents are valid.

The contents of the abovementioned documents may be summarised as following: 
 
As per the Transmission and Distribution Rules currently in force, Producers wishing to connect to the Transmission/Distribution System their installations of capacity higher than 8MW, or 12MVA for Consumers, need to submit to the Cyprus Transmission System Operator (Cyprus TSO) a Connection Application.  
 
The Applicant has to fill in the Connection Application form (including the Questionnaire) and submit it to CyprusTSO in accordance with Cyprus TSO procedures.
 
The procedure followed from the initial stage when the Connection Application form is submitted up to drawing up the Connection Agreement, is described in the document titled “Procedure for Drawing Up a Connection Agreement between Cyprus TSO and Applicant (Producer / Customer)”.
 
With regard to various details relating to the Capital Cost of the Connection, in specific the amount the Applicant needs to pay in order to facilitate the connection of his installations to the Transmission/Distribution System, as well as other economic responsibilities of the Applicant, these are included in the document titled “Basic Principles of Charging Policy for Connection of Producers and Customers to the Transmission / Distribution System”.
 
The Cyprus Energy Regulatory Authority (CERA) with its decision No. 821/2012 dated 30/11/2012 (which was put into effect on 01/01/2013), has approved the abovementioned documents, namely the “Procedure for Drawing Up a Connection Agreement between Cyprus TSO and Applicant (Producer / Customer)” and the “Basic Principles of Charging Policy for Connection of Producers and Customers to the Transmission / Distribution System”    (the latter being available in English as well). According to this Charging Policy, a refundable scheme is in force, and a list of such substations with refundable regime is given in the document “List of Substations with Refundable Terms”.
 
It is noted that when a Producer/Customer is connected to the Medium Voltage system through a “new” overhead line/ underground cable, (“new” is defined in “Methodology for Charging of Thermal Losses on New Medium Voltage Network”), then this Producer/Customer is charged, for a predetermined period of time, with part of the thermal losses of this Medium Voltage line/cable in accordance with the methodology described in the document.
 
A template of the Connection Agreement signed between the Applicant and the Cyprus TSO is given in the document titled “Template for a Wind Farm Connection Agreement”.
The document titled “Requirements for Connection of Installations of Producers of Renewable Energy Sources (RES) to the Transmission / Distribution System” lists the Cyprus TSO requirements in order to materialise the connection. This document also lists the requirements in order to operate the Applicant’s installations in compliance with the Transmission and Distribution Rules.
 
The Transmission and Distribution Rules are included in the document titled “Transmission and Distribution Rules”. These Rules, which are issued and published under the Laws Regulating the Electricity Market, N.122(Ι)/2003 and subsequent amendments, describe in detail the procedures and technical requirements defining the relationship between the Cyprus TSO and all Power Producers and Customers that are or wish to be connected to the Transmission and Distribution System.
 
As already mentioned, a prospective Applicant (Producer or Consumer) needs to fill in the Connection Application form (one for Greek or English), as well as the respective Questionnaire form (available only in Greek). These forms are provided here below.
